The Comsoc Vietnam Chapter  was formed on 30th October 2008 by IEEE. The inauguration ceremony of the chapter was held in College of Technology (Coltech), Vietnam National University, Xuan Thuy, Cau Giay, Hanoi  on 10th December, 2008.  There were about 30 people attended the event, mainly among them are Comsoc members,  the members of the Radio-Electronic Association of Vietnam (REV ), the Comsoc Sisters Society in Vietnam, and faculty members and students of Coltech.  The ceremony was started by  an welcome  speech by Prof.  Tran Quang Vinh, Vice-Rector of Coltech, followed by a brieft  introduction on the Vietnam chapter  given by Dr. Tran Xuan Nam, the chapter founding chair.  Prof. Ta Cao Minh  continued by an welcome remark and an  introduction on IEEE Vietnam Section. The ceremony also received a congratulation  speech by Prof. Phan Anh, Vice President and General Secretary of REV, addressing the long relation between Comsoc and REV. The last part of the event was the invited talk entitled Telecommunications Ecosystems presented by  Dr. Roberto Saracco, Comsoc Director for Sisters Society.
